Global startup ecosystem index 2025

A global ranking of startup ecosystems that evaluates the performance, growth and business conditions of 1,473 cities across 118 countries, highlighting the forces reshaping entrepreneurship, investment and innovation in 2025.

 


The report examines the evolution of startup ecosystems worldwide through hundreds of thousands of data points and an algorithm built around three dimensions: Quantity, Quality and Business Environment.

It identifies artificial intelligence and a more regionally fragmented geopolitical landscape as major forces shaping where startups are founded, how they grow and which industries attract entrepreneurial activity.

The analysis also introduces Annual Ecosystem Growth as a new indicator for comparing changes between the 2024 and 2025 rankings.

The 2025 rankings place the United States, United Kingdom, Israel, Singapore and Canada at the top of the country table, while San Francisco remains the leading city globally, followed by New York and London.

The city rankings show significant movement across the ecosystem landscape: Beijing overtakes Boston to reach fifth place, Paris rises to eighth, Singapore continues its rapid climb, and several Asian and European ecosystems record strong growth.

The report also provides detailed profiles of the top 100 countries, city-level analysis, industry rankings, emerging contender ecosystems and a methodology explaining the underlying data and algorithms.

Its findings illustrate a highly competitive environment in which established hubs coexist with rapidly growing ecosystems, while policy, investment, technological specialization and business conditions increasingly influence their relative position.
