Global Cybersecurity Outlook 2025, insight report

Cyber risk has increased amid a more complex and interconnected environment: 72% of Global Cybersecurity Outlook survey respondents reported a rise in cyber risks over the previous year.
The report identifies geopolitical tensions, cybercrime sophistication, supply-chain interdependencies, emerging technologies and AI, regulatory requirements and the cyber skills gap as factors compounding cybersecurity complexity.
This complexity is also widening cyber inequity, with 35% of small organizations reporting insufficient cyber resilience, a proportion that has increased sevenfold since 2022.
Artificial intelligence emerges as both an opportunity and a source of new vulnerabilities.
While 66% of respondents believe AI will affect cybersecurity over the next 12 months, only 37% have processes in place for safe AI deployment.
At the same time, two in three organizations report moderate-to-critical cybersecurity skills gaps, and only 14% are confident they have the people and skills required.
Geopolitical tensions influence cyber strategy in nearly 60% of organizations, while 54% of large organizations identify third-party risk management as a major challenge.
The report examines these dynamics through sections on complexity in cyberspace, the cyberthreat landscape, security in the Intelligent Age, ecosystem interdependencies, cyber resilience and the economics of cybersecurity.
It argues that organizations must address the systemic nature of these risks through greater resilience, collaboration between public and private actors, stronger capabilities and a security-first approach.
